VACANCY ANNOUNCEMENT
Peace Corps North Macedonia is a US government agency and seeks qualified and motivated candidates for the full-time position of:
Community Development Program Manager
Under the supervision of the Director of Programming and Training (DPT), the Community Development Program Manager (PM) is responsible for: overall development, implementation, evaluation, and reporting of the Community Development program; Volunteer technical training; providing Volunteer and host country counterpart support; and development of technical resources and networks. The PM provides technical and cultural guidance to help Volunteers become self-sufficient in their work assignments. The PM serves as the primary contact for programming matters and coordinates work with other members of the Peace Corps staff, when needed. The PM also represents Peace Corps to national and local Government authorities, as well as local host-country agencies and organizations.
The Program Manager will lead the development and management of Peace Corps North Macedonia’s Community Development program. The Program Manager will:
· Research and analyze program opportunities to further develop and diversify the program to better meet relevant needs of North Macedonia;
· Develop and maintain a network of contacts in the community development and youth sectors, active NGOs, and local and national government in North Macedonia;
· Function as the liaison between Peace Corps North Macedonia and the North Macedonia host agencies;
· Develop and conduct experiential technical training programs and workshops to both American and local citizens, virtually and in-person;
· Maintain professional and supportive relationships with American Volunteers and their assigned organizations;
· Produce and maintain program documentation including a project plan, monitoring and evaluation systems, site reports, Volunteer Assignment Descriptions, and public outreach materials;
· Serve as a technical and cultural consultant providing support, training, and guidance in project design and management, youth development, organizational development, and community development;
· Travel throughout the country to support Volunteers, meet with partner organizations, support training events, and support site development. The travel schedule may be intense.

Location: Skopje, with frequent required travel within North Macedonia
Salary: 1,685,321.00MKD/per year (gross amount). This is a Full-Time position. No relocation expenses will be covered. The pay plan is assigned at the time of the conditional offer letter by the HR Office.
Other: Preference will be given to candidates who are permanent residents of the host country or region, or who are Citizens of the host country or region.
Required Qualifications:
Education and Professional Experience
· University Bachelor’s degree in any field
· Minimum 5 years of relevant professional experience implementation and/or management in the field of community-based development within North Macedonia
· Minimum 3 years of experience working in North Macedonia with an NGO, international organization, local government, or similar entity
Language: Fluent Macedonian and English (both written and oral)
Knowledge, Skills, and Abilities:
· Demonstrated experience with community-based development
· Demonstrated experience with youth development
· Demonstrated experience with organizational development
· Demonstrated experience with program planning, implementation, monitoring, evaluation, and reporting
· Demonstrated experience organizing and facilitating trainings for diverse participants using participant centered methodologies and experiential learning
· Demonstrated experience working in a cross-cultural environment
· Demonstrated experience with representational work to external stakeholders in North Macedonia
· Demonstrated experience coordinating activities with multiple local and national organizations in North Macedonia
· Proven ability to develop and maintain a professional network of contacts with organizations and/or government officials
Demonstrated experience with administrative responsibilities including coordinating logistics, event planning, and/or budgeting
· Demonstrated experience working cooperatively in a cross-cultural team
· Excellent computer skills with high level of attention to detail, including experience with Microsoft Office Suite, databases, and data entry
Ability to take initiative and work with minimal supervision Ability to travel regularly throughout North Macedonia, including some overnights
Desired Qualifications:
Master’s degree (or higher) in related subject Additional training relevant to the position 8 years of related work experience, inclusive of at least two years supervising or coordinating staff or volunteers 5 years of related work experience in an NGO, international organization, local government, or similar entity Experience working with U.S. citizens and knowledge of American culture Experience working with local and national government officials Experience designing and facilitating virtual learning and using virtual learning platforms Additional written and verbal proficiency in Albanian
Estimated Start Date: February 2022, contingent on successful background investigation.
Security Clearance: After an offer is made, the selected candidate is required to successfully pass a background investigation conducted by the US Embassy in Skopje.
